Higher energy prices vital “The task is to facilitate changes in governments, industries and cities, to achieve the best balance in different parts of the equation so that the worst aspects of climate change can be averted. There will have to be controls over people’s actions, a combination of carrots and sticks will be needed to drive changes in cities, and energy prices will have to be much higher.” Download speech |
